David Soloos has been the Broadband Coordinator for the Oregon Department of Transportation since 2021. He has experience in building telecommunications partnerships, creating community connections across public and private sectors, and has broad knowledge of telecommunications policy and law. Some representative roles David has played include serving for a decade as the Telecommunications & Utility Franchise Program Manager for the City of Portland, and as Clackamas County’s Broadband Program Manager overseeing and implementing a county-wide dark fiber network build. Just before coming to ODOT he was a Project Manager for Verizon’s fiber optic buildout in the Greater Portland-Vancouver area.
